Council Minutes – December 8th 2011

Jermyn Borough Council met on Thursday, December 8,2011 at 7:00 p.m. The following members were present: J.Allan, J.Smith, M.Collins, A.J.Fuga, B.Parks and K.Hosie. W.Shermanski and Mayor Mark were absent. Attorney Nicholls was present.

MINUTES– A motion was made by J.Allan, seconded by M.Collins to adopt the minutes of November 10, 2011. All members were in favor.

FINANCIAL REPORT – A motion was made by A.J.Fuga, seconded by B.Parks to accept the financial report as presented. All members were in favor. J.Smith gave the beginning balance of $317,522.30 with an ending balance of $263,145.06.

Council went into executive session, council reconvened from executive session.

ATTORNEY NICHOLLS – Attorney Nicholls reported that the Bureau Veritas contract expires on December 31 and we have to approve a new contract.

A motion was made by B.Parks seconded by J.Smith to approve the 2012 contract with Bureau Veritas. All members were in favor.

Attorney Nicholls addressed the sale of the Deluchy property, he recommended sealed bids with no floor. A motion was made by J.Smith seconded by A.J.Fuga to have Solicitor Nicholls advertise for sealed bids, with the right to reject, to be opened at the January 3, 2012 meeting. All members were in favor.

FIRE CHIEF – Chief Rood said the hydrant has been installed at the housing project. Also giving ownership of the hydrants to the water company has saved the borough$12,000.00.

PUBLIC INPUT – S.Morcom addressed council asking why an assistant for the borough office is going to be hired? K.Hosie said it was resident complaints and that Deborah does an excellent job. Mr. Morcom asked if this hiring is going to lead to two part time positions? K.Hosie said that it would not .

FINANCIAL – A motion was made by A.J.Fuga seconded by J.Allan to approve the invoices in the amount of $2616.51. All members were in favor.

PUBLIC WORKS – Mr. Parks said that he has contacted waste Management to have them pick up Christmas trees. He said Mr.Eastlakes water problem will be taken care of tomorrow. Our new truck is at Powells and asked if we can put the old one out to bid.

A motion was made by B.Parks seconded by A.J.Fuga to put the 1994 truck out for sealed bids. All members were in favor.

Mr. Parks reminded everyone of the Christmas parade at 7:00 on Saturday and the annual Christmas show at 3:00 on Sunday.

PUBLIC SAFETY – A. J. Fuga reported that the Crystal will have the annual Santa run at noon on Christmas eve.

ROADS COMMITTEE – J.Smith reported that the roads committee will meet in January and are planning a meeting with Senator Blake.

DELUCHY RESOLUTION – A motion was made by M.Collins seconded by J.Smith to pass a resolution to advertise to sell the Deluchy property with 60 days to close and 10 percent down. All members were in favor.

NEW BUSINESS 

A motion was made to purchase a new computer and printer at a cost of $1388.12 by J.Smith seconded by B.Parks. All members were in favor.

At this Dennis Kutch, borough engineer addressed council concerning three or four creek lots that the borough will have to take ownership of by quick claim. He also recommended that borough council go to see Senator Blake as our environmental assessment keeps getting pushed back, councilman smith said when the roads committee meets with the Senator he will address this issue.

OFFICE ASSISTANT – A motion was made by J.Smith seconded by M.Collins to hire J.Wilson as a part time administrative assistant at $9.00 an hour. All members were in favor.

2012 BUDGET – A motion was made by J.Smith seconded by A.J.Fuga to adopt the 2012 budget in the amount of $667,995.94. All members were in favor.

J.Smith thanked M.Collins for his service with borough council.

A motion was made to adjourn by J.Smith seconded by B.Parks. All members were in favor.
