Council Minutes – November 12 2015

UNOFFICIAL UNTIL DECEMBER 10,2015

Jermyn Borough Council met on Thursday, November 12,2015. On roll call the following members were present; J.Wilson, W.Estile, J.Allan, and K.Hosie. J.Mcdermott, J.Smith and R.Parks were absent. Attorney Nichols and Mayor Smallacombe were in attendance.

MINUTES– A motion was made by J.Allan, seconded by W.Estile to accept the minutes of October 8,2015. All members were in favor.

FINANCIAL REPORT – W.Estile presented the Financial report:
Beginning Balance – $ 222,474.77
Deposits                     – $ 17,792.18
Expenses                   -$ 80,152.23
Ending Balance         – $ 160,114.72 ( less $100,000.00)
Adjusted Balance       – $60,114.72

A motion was made by J.Wilson, seconded by J.Allan to accept the financial report. All members were in favor.

MAYOR – Mayor Smallacombe reported that the Police Department had a successful audit result with the Center for Juvenile Justice, no violations. Mr. Smallacombe thanked the police, the fire departments, the fire police, all veterans and all who assisted in the Veterans Day Ceremony. He also asked if anyone knows of a needy family that the Mason’s can assist, to contact him. The Christmas Show will be on December 13th. The Historical Society will be having a presentation on November 22, from 1 to 5, there will be baskets and a fifty/fifty ,all proceeds will go to the Historical Society.

FIRE CHIEF – Chief Rood reported that the siren has been fixed. There is still a problem with the remote siren and he will be looking at that. M.Striefsky and M.Ball completed the firefighter course / Life Burn and are one more step toward certification. Mr. Rood also said he still has some smoke detectors.

FINANCE– Mr. Estile said there are invoices in the amount of $105,733.21 and he would like the invoice for J.Perrault in the amount of $1,100.00 to be tabled for payment because he did not remove the trees and did not complete the job. Mrs. Wilson said the invoice is only for $1,100.00, the other estimate she got was over $6,000.00, Mr. Perrault made nothing on the job. She said she told him it was a safety issue and he did the borough a favor. Mr. Estile said that is not what he voted on. Mrs. Wilson said he broke four saws and as it was a safety issue, it was well worth $1,100.00, she said she will rescind the first motion and make another motion. Attorney Nichols said you cannot do that. A motion was made by J.Wilson, seconded by J.Allan to pay the invoices in the amount of $105,733.21, with the invoice of J.Perrault in the amount of $1,100.00. Motion passed 3 to 1, with W.Estile voting no.

Mrs. Wilson reported it was the best Veteran Ceremony we have ever had, thanked all who assisted volunteers, fire companies, fire police, police department and veterans. The STC will be planting trees in the spring and will also be cutting back and topping.

Chief Arthur thanked W.Estile for removing the decals from the old police car, Richards for power washing the car and Bestons for donating a paint job. The Chief took this time to thank the Borough’s Fire police they are always available to the department , in the middle of the night and are a complement to the Police Department.

RECREATION – Mr. Allan said he is reporting for D.Markey, the recreation committee will be having a Christmas event December 20 for residents. They are currently working on details, a movie, Santa, there will be more information. Mr. Smallacombe said to keep in mind that December 20 is the snow date for the Christmas Show. Mr. Smallacombe said the truck or treat was well organized and they did an excellent job, there were a lot of people that attended. Mrs. Wilson said the haunted house was slow on Monday and Wednesday, but busy on Tuesday in conjunction with the trunk or treat.

NEW BUSINESS

Attorney Nichols said the Finance Committee has a balanced budget but had concerns at the work session about how revenues can be generated. The borough is currently at 30 mils, the maximum. The LIT tax cannot be increased. There are several additional taxes that can be added on, lighting, indebtedness, pension and fire house. The borough can add up to 8 mils for lighting, the borough currently pays over $40,000.00 a year for street lights. Mrs. Wilson said she doesn’t like to raise millage but we will have a problem next year.

A motion was made by J.wilson, seconded by W.Estile to include a 5 mil increase in borough taxes for illumination, total 2016 budget – $619,436.08. All members were in favor.

A motion was made to have a budget/legislative meeting on December 17 at 7:00 p.m.by W.Estile, seconded by J.Allan. All members were in favor.

A motion was made by J.Wilson, seconded by W.Estile to allow Attorney Nichols advertise to pass tax ordinance. All members were in favor.

TAX ANTICIPATION LOAN – A motion was made by W.Estile, seconded by J.Allan to have the secretary send out proposal letters to banks for a tax anticipation loan. All members were in favor.

WASHINGTON AVENUE ORDINANCE – A motion was made by J.Allan, seconded by J.Wilson to adopt the ordinance on parking regulations in the 500 and 600 block of Washington Avenue (copy on file in borough office) . All members were in favor.

Attorney Nichols said a bid has been received for the property on Riverview Lane by John Frankosky in the amount of $18,000.00. A motion was made by J.Wilson, seconded by J.Allan to pass a resolution to reset the value on the property . All members were in favor. Bids will be opened on December 10, 2015.

RESIGNATION STEPHEN WHITE – A motion was made by J.Allan, seconded by W.Estile to accept the resignation of Stephen White, part time DPW employee. All members were in favor.

PART TIME OFFICERS – A motion was made by J.Wilson, seconded by W.Estile to hire Thomas Leach, Timothy Cramer and Dennis Terhune as part time police officers with an hourly rate of $11.00 until training is complete, than when the training is complete, at the next council meeting the rate will go up to $12.00 an hour. All members were in favor.

WILLIAM ARTHUR – A motion was made by W.Estile, seconded byJ.Allan to re-appoint William Arthur as Acting Chief until the next meeting or Chief Zellers returns. All members were in favor.

A motion was made to adjourn by J.Wilson, seconded by W.Estile . All members were in favor.
