JERMYN BOROUGH
SPECIAL MEETING – May 17, 2016

A special meeting of the Jermyn Borough Council was held on May 17, 2016 at 7 p.m. at the Jermyn Community Center, 440 Jefferson Avenue, Jermyn, pa. Meeting called for personnel matters.

Meeting called to order at 7:00 p.m. Members present: Members Dan Markey, Kevin Napoli, Frank Kulick, Joseph Smith, and Mrs, Joanne Wilson. Absent: Members Robert Parks and John Mark. Also in attendance were Mayor Bruce Smallacombe and Solicitor Al Nicholls, Esq.

President Kulick, after roll call, called for executive session at 7:05 p.m. Meeting reconvened at 7:55 p.m.

First order of business to accept the following resolution: “And now on the 17th day of May 2016, council of the Borough of Jermyn, hereby creates the office of Assistant Secretary, and hereby appoints JoAnne Wilson to act as such until further notice. It was moved by D. Markey, seconded by K. Napoli, to accept the Resolution as presented by Solicitor Nicholls. All present voted in favor. J. Wilson abstained. Motion carried vote 4 yeas and 1 abstaining.

President Kulick presented the letter of resignation from Mrs. Deborah Morcom. D. Markey moved, seconded by K. Napoli, to accept the resignation of the current Borough Manager- secretary/treasurer, Mrs. Deborah Morcom, effective May 27, 2016. All present voted in favor. Motion carried.

D. Markey moved seconded by J. Smith to appoint JoAnne Wilson as the Jermyn Borough Right-to-Know officer. All present voted in favor. J. Wilson abstained, Motion carried — 4 yeas and 1 abstaining.

D. Markey moved, seconded by K. Napoli, the pay Joanne Wilson the rate of $12 per hour as assistant borough secretary. All present voted in favor. J. Wilson abstained. Motion carried — vote 4 yeas and 1 abstaining.

K. Napoli moved, seconded by J. Smith, the council hire Wepay for payroll services for the Borough Of Jermyn effective immediately. All present voted in favor. Motion carried.

D. Markey moved, seconded by K. Napoli, to advertise for the position of part-time secretary/treasurer for the Borough of Jermyn. All present voted in favor. Motion carried.

There being no further business to come before the council, D. Markey moved, seconded by K. Napoli, to adjourn the meeting. All present voted in favor, Motion carried.
